No need to refrain. The general hacking forums are perfect for stuff like that. I check through that forum on a pretty much daily basis (often more) and if there's a half-decent theory, idea or question and I have spare time, then I'll gladly help out if I'm able to. The same is probably true of the other mods and some of the more talented hackers around here. Then if anything useful comes out of those ideas/speculations, that info will make it into the technical areas.
The moderation may seem harsh, but we need to keep the technical areas in check (especially the kernel hacking forum) for all the reasons Robinsod has already stated. This place went to $#!t after the Xteme FW was released here, it took months for us to get the technical areas back on track and, like Robinsod said, we lost some of the best hackers partly because of it. It can't happen again.
