Slim chiming or no power on fat console.

I have a really weird issue with a slim that it is chiming but not turning on and no lights. The problem is that I did not test the unit before opening up so I don't now if the problem existed beforehand. I've done a few RSG on 5 slims, two falcons and 2 512 Jaspers and lots of jtags. All I did first was solder in my usb device to dump the nand and that's when I found I had no power. There are no lifted pads, broken traces or solder splats that I can see. I have checked all usb ports for grounding issues. Even with bridging of points and missing caps in the past I always had consoles still powering up.
What else should I check?

I have come across this problem again that when I have switched a console on for the first time with the matrix glitch attached, one of the fuses along the Hana chip have blown. This has happened for the second time. I have left all wiring the same and just replaced blown fuse and all up and running without a problem so wiring is fine .This time R4b17 was damaged. First console was Trinity R4B21 and this time jasper 16 R4b17. But have done 3 consoles in between without any issues. Just making aware this issue can arise from switching on the console for first time.

Thank you my friend. You are a life saver!!!
I too had r3b15 blown without any reason.
Edit:
Just got another slim that was not detected by nandpro. Checked r3b15 and BAM! its fryed. replaced from dead xenon board and slim glitched!

I have had a few questions about how to detect which resistor/fuses is blown. If you have no power at all or nandpro is not detecting your usb LPT, just use a multimeter switched to ohms with sound on and check each resistor from Rb15 or left hand side of hana chip, point C for the matrix chip. If no beeps or current is not passing when being tested it may be blown, just remove and replace with ones from a spare board. They should pass current when tested. I double check the resistor suspected of being blown by first tinning each side with solder to make sure it had a clean connection and pushed firmly with the probes. So far this has been the region to check first if you find you have no power on the board. Glad my post has helped others.

Yep, my R4B17 on a my 256MB jasper is flown
.
The matrix chip must have flown it
.
Do you happen to know what is the value of this resistor?

Just look for one the same size on another 360 board. There are plenty scattered throughout the boards. Find one de-solder and replace.
