bad flash wont allow me to create a new profile

Need some help from the professionals.
I have a xenon currently Jtagg'd with the latest 13599 dash, the console boots i can play games fine and can read and write to the HDD in xexmenu, how ever i can not create a new profile and if i make a profile on another xbox and try to use it on this one it just corrupts all the data.
After a lot of googling i found very few posts but read it could be a corrupt KV, i dont have the original nand but do have the CPU key, so i was hoping someone could point me in the right direction perhaps with a tutorial for making a working nand from scratch with nothing but my CPU key, is this possible?

you need the keyvault for the console to boot...

recreate a new freeboot image and try again.

Something like this happened to me before, when my zephyr was with the original wiring it kept giving me e79, every error screen, corrupted the nand to the point were I was unable to sign in or create a profile, it was just not possible, but corrupting the profiles?
