Iv got one of the 1st gen xbox 360s. The USB ports do not work on it. The wireless adapter, the cam, and external hard drives all dont work on any of the ports. I was curious as to if it even got power so I plugged in a cheap USB laser mouse. When the console is off the mouse is lite up like it should be but once i turn the power on the laser dims way down. If I plug a wired controller in I can turn the console on with it and the center button lights up briefly then the controller goes dead. I have no idea what happened to the xbox. I have searched for this issue before and found very few cases of it. I have searched hours and hours for any info at all about this. This is what i have found....

The USB Driver Chips
See if the USB port has any power at all, use an old USB cable and hack it up so you can measure the Red and Black wires, it should have 5v on it both with the 360 off and on.
If it doesn't read any voltage at all turn it off and unplug everything, then take it apart and pull the DVD drive out. Right behind the USB/Ethernet jack is a small white part, RT1B1, ohm it out and see what reading you get.
Iv got voltage since there is still alittle power when the console is on and full power when it is off so what would cause it?
