Which of the CPU and GPU heatsinks are more effective:

CPU:
OLD - Copper Bottom with heatpipe
NEW - Alluminium

GPU:
OLD - Alluminium
NEW - Alluminium with Heatpipe

for the CPU heatsink it depends on the generation of CPU, the 65nm CPU creates less heat thus can be cooled in a different manner, as for the GPU i have been lead to believe the one with the heatpipe, although i have noticed that it does add a small amount of extra heat to the cpu

i replaced the v1 heatsink for CPU with the new solid aluminium block and it didnt make the slightest difference!!

You did it the wrong way. IMO the heatpipe CPU heatsink is more efficient. MS cheaped out with the alloy one as the 65NM cpu puts out less heat, the alloy heatsink can be cheaper and less efficient.

I have a Falcon with V1 CPU heatsink that runs in the 30's

Doesn't really surprise me. It's bigger and wider between the fins which seems like a better solution for something with such low airflow as the xbox.
