Ok well...I did some testing (more to come)
It does actually start a race on PGR 3...you cannot race it races, and they are always the same car and track (whichever the first track is and all green NSX's) but the music does change. The sound is very crackly and distorted, I almost got it to start the race before it froze. When it freezes you can eject the drive, and you can turn the console off but you cannot get back to the dash (and the guide button does nothing...and all the lights on the controller are on). It does not contain a dash update and obviously doesn't care about what dash it's running on (I was running 4532) - I then proceeded to hook it only up to my PC...now when I start up at the race screen I get:
AUTHENTICATION FAILED CHECK NETWORK NOTE: ETHERNET LINK IS ACTIVE
in white on the screen, I did have a very brief short log of a media test (so probably useless) but one very weird I.P I saw (and could not find any info on at all) was 224.0.0.22 (protocol IGMP)...and that's not my I.P and that's only 360 > PC connected nothing else.
I imagine it does run on non-modified consoles (so the xex is not signed) though I have not tested...maybe if I grab a log of when it's running the disk I can get the IP of what it wants to connect to and make my computers IP the IP...?

inside the rar file (provided by TMF) contained key less firmware, original..un-modified MS28 firmware without a key - you just need to insert your key into it and hack it, then spoof it as MS25 (because regardless of weather you have ms25 or ms28 firmware you still need to spoof it in the end) and flash

for starters...if there "was" a lets just say "hack" (to define anything) do you want to know why it won't be released...because of this "when is the "hack" going to be ready" "if I have X console and I need Y is there anything I can do"...n00b postings and flooded PM/e-mail boxes - the only time it will be released (if there was a hack) is when it is fully completed, working and bug free (and probably a tutorial too)...all I have to say is it is a bit disappointing when you can consider many hands make light work..[I mean isn't that how XBMC got to be where it is ?]...but as a side result of saying there is something n00b postings go through the roof

if they used to high heat or they knocked off a component it can cause damage to other things...but just give it a very good inspection make sure everything is ok (i.e no splashes no missing components where there shouldn't be) and it should be ok, oh and you will need a working laser to read a DVD/game to be able to dump the firmware (if you have another Hitachi you can transfer the PCB so you can read the firmware)
