Well, if you want to do it yourself youd need:
A GOOD soldering Iron with preferably, a .8mm or smaller tip, Some fine solder, Either Kynar(wire wrapping wire) or some fine enameled copper wire, an idea of what the f*** your doing.
using a scalpel blade, gently scrape back a little of the track either side of the cut, tin it and use the kynar or enamelled wire to bridge the cut. make sure you dont do it right on the edge, you need to leave a little "virgin" track either side, make it harder to lift the whole thing while your soldering.
Good luck. google for repairing a broken track

if you install a modchip, than yes, you can boot with an unlocked HDD, only the MS dash needs it to be locked. If a friend has a solderless mod, put that in, lock the hdd and off u go.
Or, install the mod, and you can run the unlockable 60Gb drive, unlocked.

Is it possible, since the likes of CK3 and Maximus Xtractor are becoming so common, and they have a serial interface for the LiteOn, that these devices could somehow be used to aid in unbricking hitachi's with a bad flash by uploading some arbitrary code over a (does it even exist..) serial bus to enable flashing or reading of the TSOP ??

make sure the button hasnt broken off the board, or been physically damaged in transit, can you press the button with a screwdiriver or pen and open it ??
if it does work, open the drive, and have a good look, compare it to another working drive if you need and see why its not reachng. something may have been bent or moved in shipping.
ive had to straighten a lid and put drawer gears back on once... anything is possible.
